As appropriated by the Department of Homeland Security Appropriations Act 2014, and issued by the Department of Homeland Security: Federal Emergency Management Agency (FEMA), Fiscal Year (FY) 2015 Hazard Mitigation Grant Program (HMGP) funds were made available to provide resources to assist states, tribal governments, territories and local communities in their efforts to reduce or eliminate the risk of repetitive flood damage to buildings and structures insurable under the National Flood Insurance Program (NFIP) as authorized by the National Flood Insurance Act of 1968, as amended.
Project Description: North Carolina Emergency Management (NCEM) will be utilizing FEMA funds to acquire and demolish one (1) single public structure in Guilford County. This project has been submitted by Guilford County for funding under the 2015 HMGP-4167 Program. As the below properties have been repeatedly inundated by flood waters, and are currently susceptible to frequent flooding, proposed acquisition and demolition of this structure is intended to reduce or eliminate potential property damage from future flooding events. The proposed activities will mitigate any future flood related loss and provide 100 year flood protection. According to the Flood Insurance Study and the Flood Insurance Rate Maps or Flood Hazard Boundary Maps published by FEMA, one (1) proposed project activity is located in the special flood hazard area (100-year floodplain). The Division of Emergency Management is required by the Presidential Directive – Executive Order 11988 – Floodplain Management, not to support projects if there are practical alternatives to performing the mitigation measures within the regulatory special flood hazard area. The Executive Order also requires that the public be given an opportunity to comment on each proposal. Environmental protection measures, such as sediment barriers and other soil loss protection, will be taken. Each site will be dressed and graded to provide for positive drainage and ease of future maintenance. The properties chosen for this mitigation effort are detailed below:
